      The Emerald Express

The Lane Transit District (LTD) has made a strong commitment to implementing a network of bus rapid transit (BRT) services in the cities of Eugene and Springfield, Oregon. They have developed two BRT corridors, and plan for two more routes. Ridership along the corridors has already exceeded 20 year goals, and the region has successfully secured the maximum levels of federal funding available in building the first two lines. Yet, LTD's successes have not been without challenges. They have had to adjust from their role as a bus operator to that of transit infrastructure developer, and have encountered new opposition from groups opposed to the BRT concept. This case study chronicles the development of BRT within LTD, and documents lessons learned and best practices that have helped make BRT successful in the region.
